What we found out

Project objectives

The objectives of this project are to reduce energy consumption in a public building, with a total budget of 6,512,422.76 euros from various sources.
This intervention aims to significantly reduce the energy consumption necessary for heating, to improve environmental comfort for users and staff and to make a notable improvement to the overall aesthetic appearance of the monobloc, generally improving the lives of the people who use this service.
This project is financed by ROP Piemonte ERDF. The programme aims to boost economic growth and contribute to achieving the Europe 2020 targets for smart, sustainable and inclusive growth. It should create jobs and boost productivity, particularly in SMEs. EU funding is targeted according to the regional specialization strategy (RIS3) and will concentrate in research and development, innovation and the diversification and competitiveness of SMEs, promoted via access of credit. The improvement of ICT infrastructures and services (health sector) and preserving of major regional cultural sites, aiming to increase the attractiveness of the cultural heritage of the region, will be also supported. Finally, the programme will contribute to increase the energy efficiency in the public buildings of the region.

Foreseen activities

The monitored project consists of a redevelopment of the monobloc and an energy efficiency in order to minimize the consumption of the OSPEDALE SS ANTONIO E. BIAGIO E C. ARRIGO. The estimated time is about 1 year ( expected start: 07/09/2022, expected end: 31/08/2023)

Project origin

On 30 January 2019, the NOTICE OF TENDER for the procedure in question was published in the Official Journal of the European Union (tender no. 2/2019 of SCR PIEMONTE, contracting authority); subsequently, due to various vicissitudes (most recently Covid), the deadline for submitting offers was postponed to 8 July 2020; the tender was awarded by order of the SCR (contracting authority) in August 2021, and entrusted to the newly formed group of companies: Edison Next Government Srl, GETEC Italia, Iren S.p.A.

Beneficiaries

The final beneficiaries of the project are primarily citizens in general and more specifically patients who are and will be hospitalized. No one is excluded from the benefits of the project.

Context

The Alessandria hospital is a second level centre, it contains all the departments and is the only one in the province of Alessandria. This is why it is funded.
It is also sensitive to energy efficiency issues, which is why it is the right place to host this type of work. A long time will pass before the new hospital being built is operational and therefore these works are necessary in order to provide a good stay. When the new hospital opens, the old building will host: university classrooms and spaces used for various exams, thus constituting a polyclinic. An investigation is being conducted to see what the city would need, the services that are most required, so the old building will be used as best as possible and will not be abandoned.

Results

Tests were carried out as part of the new energy multiservice, with investments supported by community funds for the energy efficiency of the envelope of the monobloc building of the civil hospital of Alessandria: approval of the certification of energy savings achieved, of the final states of the works and the test certificates and consequent documents.

Weaknesses

No weak point was found in terms of results, however during the implementation of the project several difficulties were encountered by the hospital, for example the fact that the hospital activity continued in order to offer the service to the needy despite the works were in progress, and this caused some difficulties as they tried to avoid inconvenience.

Strengths

The strengths of the monitored project are the energy savings achieved, the fact that the works were completed on time despite the various difficulties encountered by the hospital, as well as the saving of 25,000 plants, data obtained from the communication published by the Alessandria hospital in merit at the start of work on the monoblock on 09/29/2022. Furthermore, thanks to these works, it can be seen how seriously the well-being of patients is taken but also the work of employees, who can make optimal use of the energy used by the hospital.

Risks

No future risks were detected during the project analysis. However there could be, but even during the interview they did not emerge.

Ideas and solutions

The current hospital structure could host other activities related to the healthcare and non-healthcare sectors in the future, since the construction and consequently the relocation of the hospital are being planned, and therefore the current structure could remain empty. In order to prevent this from happening, and not to waste the energy efficiency work carried out, one could think of relocating there the medical guard, creating a university library or laboratories for students and study and practice rooms for university students.

The people who appear in the interview are the engineers Roberta Bellini and Gabriele Cauli. The general director of the hospital also made an introduction to explain the project from its origins, but he does not appear in the interview video.

Main answers

The first answer is: the project was concluded, and the difficulties were having strict and very short deadlines, while the hospital's work continued. In fact, they replaced 3000 windows without stopping hospital services.
The second answer is: payments do not take place as in an ordinary contract, and in fact this is a public-private partnership. This is a collaboration between private entities, which in this case are a group of companies, and the hospital. Payments do not occur in the progress state as in an ordinary contract. Payments were advanced by the economic operator, who will then repay his investments with the hospital company's savings which will be divided between the hospital and the operator.
